Football Attendance Problem

Last Fall, the local newspaper in Fort Collins reported:

"If attendance Saturday doesn't reach 15,680, the season average will be the lowest since 1971, when an average of 17,080 watched the Rams play...   CSU has averaged 19,210 fans for its first five games this season."

What is wrong with the reporter's math?

The attendance only needs to be 6,430 in order to average 17,080.
