Solution to the Problem:

The answer is 4.

Each number in the right column is the average of the numbers in the left column.
(4 + 2 + 3) / 3 = 3
(7 + 0 + 8) / 3 = 5
(9 + 7 + 5) / 3 = 7
(6 + 1 + 5) / 3 = 4
